Enable software inventory on deploy via configuration file #3602

Goal

It would be great to be able to deploy fleet with the software inventory feature set through the fleet configuration file.

Example docs:

Default value: no Environment variable: FLEET_SOFTWARE_INVENTORY_ENABLE Config file format:

software_inventory:
    enable: true

@Zaulao thank you for filing the feature request.

This makes sense. The Fleet team has heard that the ability to turn on software inventory and vuln processing in the server config would be helpful from multiple users.
