Fleet 4.9.0 is scheduled for release on 2022-01-20 (afternoon PST)

Goal

Prepare and publish the release blogpost for Fleet 4.9.0.

How?

MANY improvements to the loading states in the UI, latency in the UI, and performance of the MySQL database (see release board below for these issues)
Paginated live query results so the Fleet UI can handle 1,000+ results: fleetdm/fleet#2714
Add support for applying a policy yaml document so that users can take advantage of gitops for their organization's policies: fleetdm/fleet#2456

A multitude of additional features, bug fixes, and improvements:

The Release board on ZenHub includes additional bug fixes and performance improvements that will be included in Fleet 4.9.0.
- Please ignore the issues in the "Waiting" column. These issues will likely note make it into Fleet 4.9.0.
