This issue will cover the case in which these features are enabled and the osquery query used to collect software and users information didn't run successfully (deny listed query or returned an error).
Goal
As a user, I want to see a user-friendly notice if users or software information is missing so that I can get more help to determine why (denylisted query, some other error).
As per discussion that happened in the following slack thread, we'd like to implement a third state for the case of: "If user collection is enabled and the osquery query returns an error when run on the host, show “No users collected from this host.” error message."
