Native fleetctl on Apple Silicon #8533

Problem

Users need to use Rosetta in order to run fleetctl on apple silicon macs. Rosetta has various memory and CPU costs.

Fleet should continue to be developer-first and support the latest technologies.

Hey @noahtalerman @lukeheath I learned that this is interface work rather than platform work, so I moved it to the interface board. Not high priority, can fit this in when there's space.
