Display permanent banner when Apple Business Manager terms need to be accepted

Problem

Users need to know when to accept new terms and conditions for Apple Business Manager. Users won't be able to automatically enroll new macOS hosts until they accept the terms.

• [ ] On load, check if Apple Business Manager has expired terms. If so, display a permanent in-page banner.
• We want to use the same banner implemented for sandbox expiration warning.
• If premium license is expiring AND Apple Business Manager terms have expired, only show the Apple Business Manager terms message. After they resolve that issue, the license warning should appear.
• Check value in global config (boolean field mdm.apple_bm_terms_expired, available once https://github.com/fleetdm/fleet/pull/9091 gets merged)

@RachelElysia @lukeheath note that the global config field will be mdm.apple_bm_terms_expired (a boolean, see https://github.com/fleetdm/fleet/pull/9091/files#diff-5c79ebaa941c78102bca4606fc979cfe9c9d093364b06ccec8025a7a137ea238), but this is currently in a PR pending review/merge (https://github.com/fleetdm/fleet/pull/9091). I'll update the specs to mention the field.
