Problem

The current set up instructions for Apple Business Manager are missing steps around creating a new MDM server in ABM. The docs jump right into instructions for downloading the server token.

Requirements

Docs for creating a new MDM server in ABM (Fleet as the MDM server).

@dherder IIRC you recently were trying to set up an MDM server in Apple Business Manager. If you're able to and interested, can you please help write these docs?
