zoom-to-page-width action zooms incorrectly when in continuous vertical layout #844

Describe the bug When selecting the continuous vertical layout, the zoom to page width button zooms in too much and it is possible to scroll horizontally.

To Reproduce
Steps to reproduce the behavior:

  1. Select the vertical layout
  2. Use the zoom to page width button
  3. Scroll side to side
  4. Notice the canvas moving horizontally

Expected behavior
I expect there to be only vertical movement, no horizontal movement

was this fixed or not in commit 2b5fe5b?

it works for a window size above a certain size, but below it does not zoom out enough
