BibTeX vs Biber for UTF characters in citations #6

Icelandic names are a pain in citations because of the non A-Z characters. We need to evaluate how well each system deals with it. Ragna Björk should probably be consulted too.

Biber forces you to use biblatex, which is not always what we want. Simulating IEEE in biblatex may be a challenge. We can also use bibtexu and bibulous.

I am not sure of bibtexu and bibulous which one makes sense. A minimum requirement is that it works on Overleaf since many students prefer doing web-based document development.

A quick search on bibtexu information implies that it is not well supported nor well documented. bibulous looks very promising as it might help us deal with some of the icelandic issues by having the type be customized for the fixes that Ragna was asking about.

Why don't we just make the big switch to biblatex/biber? I have forgotten the issue that made me go back to using the old bibtex ieee .bst files

Biber seems to be the obvious choice. I will make sure that it is the default in the latest version. Overleaf seems to work well with Biber so students will see very little difference.

We had the library look over the IEEE (with Babel Icelandic) citation mode and she said it looked good enough. https://www.overleaf.com/read/gwskxdmmgpcr#255960

Switched to BibLaTeX and Biber with IEEE format in #49d1013
