Responsive Design Work #167

Completing work as @mariobehling specified from https://www.google-melange.com/gci/task/view/google/gci2014/5847951788212224. I've changed the previous design, it seemed a bit buggy and the blue really didn't match with the site.

A responsive menu has been added too, with this task in mind. I could use feedback on aesthetics, but I believe it's ready to merge. Let me know if any changes are required @mariobehling
