add draft of Jesse lecture 13 #3

@k8hertweck: Here is an initial draft of my lecture 13. I might change it a bit after I see what Phil teaches for the two prior lectures.

Is biopython one of the packages that is going to be in the default Anaconda installation they all install?

No, it's not included in Anaconda. I'm tracking it as one of the packages to install in the example script

@jbloom I added the basic content for a readme to make this consistent with the rest of the material. I'll finish it up on Thursday morning and try to get the content merged by about noon. Let me know if you need anything!
