There is currently no way for players without op privileges to access creative mode and test builds in-server. The Creative Dimension mod would allow players to test builds and redstone freely in-server, without expending unreasonable time and resources while not giving players full access to unmitigated creative mode or op privileges.

Had not considered not needing to op players so they can test. This would help prevent players from spectating to look for areas.
