Update power management default settings #517

To ensure the system is cleanly shut down when on battery power, we should update the XFCE power management settings to shut down at a critical power level (e.g., 10%). In the default Qubes configuration, XFCE will do nothing. This can lead to major issues with individual VMs after an unclean shutdown.
