Add configuration file

At this moment, the pipeline service has no configuration. These things are hardcoded and can be configurable:

• Timeouts: the time to try a service before giving up. Now it uses the default of the Unirest library, which is 60 seconds.
• Default service paths: when creating pipeline requests using the RequestFactory, some default service paths are used.
