strict dependency on nlopt 2.7.0 #3

mfapy works nicely with nlopt=2.7.0. However, the nlopt version 2.7.1 throws an error. This should at least be mentioned in the installation guide.

Sorry for my prolonged response. In my environment, nlopt2.7.1 works well. However, I added a comment on your kind feedback to the project page.
