adding stl tests and tests to check material tags are correct

dagmc_h5m_file_inspector is not in the prebuilt dockerfile so circle ci is going to fail this PR

I don't think this PR is going to work out, to test the tags we would need pymoab adding to the image but last time I tried this there were conflicts with the hdf5 version cubit included
