[Proposql] New columns to store `url_gov_paid` and `url_self_paid` seperate from `Website` columne in `data/hospitals.csv` #44

In some hospital like NCKU_Tainan (成大醫院), self_paid and gov_paid plans are in different url. So I think we can add new columns to store url_self_paid and url_gov_paid seperate from Website columne in data/hospitals.csv

Good idea! I'm still thinking about how we show in the data when a hospital supports government-paid, but not self-paid vaccinations. I don't know if this is a problem we need to think about right now, because we don't know if self-paid vaccines are coming back.

I'm also interested in migrating this data to YAML or JSON to make it more editable.
