Current outcome of NCKU_Tainan(成大醫院) self_paid is wrong due to unclear string in the appointment system.

Changing the algorithm to determined Availability through hasLink not string

I'm working on it.

NCKU_Tainan(成大醫院) had announced suspended the self_paid service through 2021/05/15~2021/07/31

Will add tests to parse_ncku_tainan in this is issue too.
