[EASY] Add empty watchmanconfig file. #87

Context

Pyrecheck takes 10 seconds to cold start and invoke. This is inconvenient.
Facebook maintains an open source project Watchman that can incrementally invoke Pyre on filesystem changes.
A repository with 'Watchman' needs a .watchmanconfig to type check.

This PR:

Adds .watchmanconfig.

Whereas Pyre used to run in 10 seconds, for me, it runs instantly now.
