Discuss rewrite toward JIT installation #181

So, several different sets of instructions for the various tools we use. This comes up frequently enough that I think it warrants serious consideration.

Do you agree with Jeff in #59 that having wikis that we link to is the right way to do this?

I think modularizing the install instructions, regardless of JIT installation, would be a win. Less seen at once == less sense of urgency about getting through a huge list of instructions == fewer mistakes. ❔
