This PR includes a dockerized version of the code.
The docker hub account of EGA-archive is already linked to that repo, so automatic builds are in place.
The captured tags are not in place yet. I suggest to use vX.Y.Z for versioning.
The build would then create egarchive/elixir-beacon:vX.Y.Z (and also egarchive/elixir-beacon:latest pointing at the master branch).
