Add in non-intrusive ToolTip help #415

Allow users to set their own degree of progressive disclosure with ToolTips by perhaps having a slider control for: Off turn on for 1 hr turn on for 6 hr Always on

Not done as of 29/07/21 - As far as I can tell, we've not tackled user preferences yet (from their account menu on the top right) and this feature would go in there
