Learner Stream Block not displaying for non-admins #4

Hi,

I have installed and configured this plugin together with the Tin Can launch link. The block is visible when I log in as an administrator but not when I log in as a non admin. I have confirmed that the permissions are correct for the block to be visible to non admins but there is no block visible.
