Debian metadata changes from upstream (fix Focal) #27

I've imported the upstream changes from https://git.launchpad.net/dart-debian (which is the repository used by dart PPA to build different distributions). It should fix focal using libnlopt-cxx-dev package. Testing the upload right now.
