Reconnect time properties not read from stokerweb.properties file #27

What steps will reproduce the problem?
1.  Set new times for the reconnect time values
2.  They are never read on startup, default values are always used

What is the expected output? What do you see instead?
The values in the properties file are expected to be used.

The wrong constants were being used when the defaults were to be overwritten.

Corrected constants so now correct values are found in the properties file.
