Refresh in #build drops exclusions #38

When user is building policy and refreshes the page, the exclusions list is reset and they can access all questions. Either redirect back to home page (ugly) or ask the user again which type of project. Perhaps the event/project options could be on q0 and only be visible if currentState.exclusions is empty
