Update ivar to avoid frame shift issues #86

What needs to be done: We currently use version 1.3 of ivar. We have noticed that with this version some samples get incorrect frameshifts in problematic regions. This behaviour is not seen for more recent versions of ivar.

Suggestions on how to get it done: Update to the latest version of ivar.
