Why is the submitted task kept waiting？ #404

When doing the "ifgrams" step, the server has been in the waiting state, but there seems to be no other program running in the background, and there is no error reported. Is this a server problem or a program problem?How to solve this problem?Thanks.

now minsarApp.bash and submit_jobs.bash are used.
