It's still implemented.

How does it work? I selected code in an open editor and then launched a new Navie window. I thought my code selection might be displayed but it wasn’t.

After selecting code, choose Tools > AppMap > Explain with Navie. The blue button in the AppMap tool window does not use the selection. Were you expecting to get the selection even when using the AppMap tool window?
