Support to configure the model used by Navie

This PR

• adds support for new Navie webview message select-llm-option
• adds a new action Tools > AppMap > Set OpenAI API Key. This action is also used for message type own-key
• changes some of the code to store the user-defined environment variables to fix a serialization problem with Map.of() immutable maps. A new test verifies that serialization is working.
• adds code to avoid that the "settings changed, reload project" notification is displayed once on the screen
• makes the reload notification show for "change of OpenAI key" and "change of a LLM environment variable"
