Update instructions view

This PR

updates the install guide webview to the latest version
drops unused code, e.g. the code used to scan for supported languages, web frameworks, test frameworks, etc.
updates a new button to the toolbar of the AppMap toolwindow

The directories sent as property "projects" to the instructions is the list of top-level content roots. The same list is also used to find the directories for the AppMap JSON-RPC server.

The new action button to open the instructions view, next to the "record" button:
