Updates to the README #3

Here's an update to the README. This steals some stuff from the website, and adds more background about why we're doing it. It's borderline cheesy, but reflects some of the motivations we've talked about.

Thoughts? What other questions will people have about the survey?

✨ this looks great @bkeepers and is a big improvement on what we currently have. I think this covers most of what we need at this stage.

OK I've made a bunch of edits to this. I'm going to merge what we have now and we should iterate in further PRs.
