Support Fresnel 0.13 #24

Description

Add support for Fresnel 0.13. Also raise a warning if the fresnel package is not a tested version.

Note: glotzerlab-software does not yet include fresnel 0.13. This PR builds fresnel from source in the CI - we can remove this after the next release of glotzerlab-software.
