As a user, I want to see the scoreboard in my locale, so I can better understand it

Acceptance Criteria

Columns/Rows need to be in my locale.
Don't worry about the deterministic wallet names for now.
This ticket doesn't include the reward-claim and mainnet-address components.
Include subcomponents for the Scoreboard
Include badges/levels
