[Suggestion] Policy editor #18

Hello, I would like to suggest the possibility of editing each of the food policies. For example I would like to exclude certain ingredients from all (e.g.: my prisoners get fed with cheese because it has lower nutrition than simple meals, yet I want cheese for something else and there is no way to easily restrict it).
