OnCall Team Management Clarification #1125

Admins can only view/manage Teams in OnCall if they are a member of that team. Documentation implies that Admins should be able to manage all Teams, but that is not the case.

Can the docs be updated to reflect this?

We should add something like this to the doc:

Users, including admins, are only able to view and manage teams in OnCall if they are a member of that team. An admin user must add themself to that team temporarily in order to manage it.
