Update to the newer Slack SDK and expose SocketMode #209

Since this is using the old slackclient library, we do not get access to newer slack features like SocketMode. SocketMode would allow us to deploy oncall on an internal server without having to expose it to the external world or have a relay in place for the Slack integration
