Schedules Notification Webhook #214

By default, the schedule notification only supports Slack, Telegram, and MS teams.

It will be beneficial for different teams to have a support for webhook to integrate the notification thru different software via webhook

it would be nice to be able to send alerts not only to slack, but also to telegram and webhooks

Generic notifications (like webhook) will allow to to run automation based on the shift change to do things like dynamic resource access management or even run it through alert group and escalation chain to propagate this event like any other.
