Restore default filter to hide Resolved alert groups #2386

What went wrong?

When you first view the alert groups it displays all regardless of state. In the past we would not show resolved alert groups by default which makes the view more concise to what engineers need to pay attention to. I propose we return to that default state.

Also if I change the filter for alert group state it is only encoded in the URL, if I click the side navigation to get back to alert groups my filter is not kept.

How do we reproduce it?

This is the default state when viewing alert groups in OnCall

I have the same problem. It's very annoying when you have to keep changing the filter by status and the filter doesn't save when you go to other pages Grafana OnCall Version r353-v1.4.6
