web schedule view shows 1 hour time offset #2950

What went wrong?

i think the issue here is the shift start/timezone in the popup is wrong by one hour, the viz on the timeline is probably correct. i created the schedule in sept 2023, but scrolled to january 204. it's probably related to a DST change.

confirmed, on november 5 there's a DST change in new york (my current timezone), when i scroll between after that, the issue appears

BTW, the mobile app has a similar issue in schedule view
