Set the toggle for “hide phone number” to "on" by default #2972

Hi all,

It was brought to my attention in privacy ops that oncall currently broadcasts phone numbers, which can be switched off with a toggle (which is great) but is off by default (a little less great).

I think it would be great from a privacy perspective for that toggle to be switched on, so personal phone numbers weren't being broadcast to users, and would prevent data leaks. Customers that are more locked down on data would also like it, and Grafanistas would also like to keep their private number private unless they explicitly volunteer it.
