Add API endpoint to allow searching for teams by team name

Deliverables

• [x] Endpoint should be visible, and documented, in our Swagger docs (will make it much easier for the Incident team to understand the endpoint)
• [x] Authentication wise this should be able to be consumed by both the OnCall and Incident plugins
• [x] Endpoint should have backend integration tests
• [x] Request - GET endpoint that accepts a search term and searches based on team names (case insensitive)
• [x] Response - to start, the response should include:
  • oncall team public_primary_key
  • team name
  • number of users that're currently on-call for any schedules associated with this team
