Allow modifying OnCall Rotation details in the UI when initially created through IaC #4014

What would you like to see!

As an OnCall user managing schedules through Infrastructure as Code tools (IaC) such as Terraform, ad-hoc changes cannot be made through the Grafana OnCall user interface (UI). For example, it should be possible to create or adjust an override through the UI without being required to temporarily adjust Terraform resources. This approach also seems inconsistent with other features, as escalations can be adjusted in the UI even when configured by IaC.
