Bring Back Titles to Alert Groups #4741

Related to https://github.com/grafana/oncall/issues/3777, the title of Alert Groups is now hardcoded as of https://github.com/grafana/oncall/pull/3128. This seems like a regression in functionality, in my opinion. When reviewing past escalations with this new title scheme I'm now viewing a list of meaningless Alert Group titles: image

Comparing this to how Alert Groups look when unique titles are allowed, I'm able to quickly skim the escalations for the past week and get a sense for what happened in each: image

From #3777 it sounds like this was intentional but it's quite unclear to me why removing titles was the goal. Can they be brought back as optional in the /escalate dialog of ChatOps?
