Do we need a LICENSE.md file? #19

@annakirkpatrick @ceheitsch I think it's a good idea to include a specific license with the distribution of our code and software project. At least one of the previous Application Notes I have looked at includes their license spec up front in the abstract section. From the Bioinformatics guidelines: Software or data must be freely available to non-commercial users. Availability and Implementation must be clearly stated in the article.

I personally like the GPL V3 license (see also here), which is standard and easy to integrate on the GitHub site. Do you all have a preference or any suggestions to add on this issue?

NOTE: Christine (@ceheitsch) gave her verbal approval of adding the general purpose license (in GPLv3 instantiation form) to the top level of the RNAStructViz source code tree at the 2019.02.27 weekly meeting with Anna and I.
