Can't import resources after creating new project in utiliti #414

Describe the bug Not having any project open and creating a new one doesn't enable the menu items for resource loading.

To Reproduce

  1. Start utiliti not having any saved data
  2. File -> New
  3. Try to import resource using Resources -> Import
  4. Observe that this doesn't work.

After saving the and loading the current project again it works as expected
