mounting to generated WEBDAV url doesn't work

Tried, windows standard client, cyberduck, etc. all failed to mount WEBDAV to generated public URL

[x] local deployment, generated public WEBDAV can be mounted
[x] portal, generated public WEBDAV can be mounted using windows built in capabilities
