We will want to define how project teams name their github backend repositories for APIs. Each team should be contributing to a specific repo. Repo will contain the readme/github documentation/setup.py...

project code will be further contained

this would be a field in cookiecutter template

Define canonical identifier
should it be Year based vs. theme based w/ versioning
Create field in cookiecutter.json
Repo contains all documentation/testing/development files around installable package
Namespace will be contained within repo
