Include changelog entries in GitHub release page #5584

Describe the issue

Most GitHub releases have release notes included in each release. See: https://github.com/hapifhir/hapi-fhir-jpaserver-starter/releases for an example.

We already process changelogs into docs. It would be nice if GitHub users either got that list for each release or at least a link to the relevant release changelogs in the docs.
