Add mock english software page (with german content) #424

This PR fixes #407 by

adding a mock English software page (with German content, only localization set to en) and
fixing special treatment of software page in navbar links.

For the sake of consistency, It does the same for the lexoffice page (currently, switching the language here leads to 404) - minus the navbar, since it isn't linked there.
