Environment setup command incorrect and typo in pull-request template. #204

Describe the bug There is a bug in the README file that the we use command cd Blogger and then we do pip install -r requirements.txt but requirements file is not in the root directory, but inside a folder. I would like to update that command and fix a typo in pull-request template.

Expected behavior It would help new contributors to setup their environment to work on the project.

If approved I would like to fix this issue under NJACK 😄
